The change wasnt in the patch notes, but it has happened. Tested it last night. I still think the shuffle will be fine, just using enchanting mats instead of vendoring uncommons.
Yeah, somebody wrote about that. Maybe it was Wow Insider... I forget. It only really impacts the stupid blue gems, since they can't be made into anything else.

The good thing about the blue ones is that they are used for the dailies. I make more money doing that anyways.
Though wierdly, uncut uncommons still vendor for 5g!
